China issues national rules governing persistent emotional interaction with anthropomorphic AI services.

What Happened

Five Chinese agencies issued rules for anthropomorphic AI interaction services on April 10, 2026. The order records internal approval on February 2 and an effective date of July 15. This entry marks public issuance, not the earlier approval or later commencement.

Why It Matters

The rules specifically address emotional dependence, psychological safety and intimate relationships with AI. They extend AI governance beyond the accuracy or legality of generated content to the design and effects of ongoing human–AI relationships.

Technical Details

The scope covers persistent emotional interaction through text, images, audio or video. Ordinary assistants without such interaction are excluded. Providers must address dependency risks and intervene in serious safety situations. Virtual intimate relationships, including virtual partners or relatives, are prohibited for minors. Other covered services for children under 14 require guardian consent.
